Emir of Kuwait Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah expressed on Monday hopes for fruitful cooperation between the executive and legislative authorities during Tuesday's National Assembly session. He also hoped that the session would be held without tension to allow the cabinet -- headed by Prime Minister Sheikh Sabah Khaled Al-Hamad Al-Sabah -- to swear oath in accordance with the constitution, reported the Kuwait news agency (KUNA). “The government must be given the proper time to exercise its authorities and attend to its responsibilities, especially during the current trying times,” said the Emir. Sheikh Nawaf stressed said that cooperation between the executive and legislative authorities was important for the country, adding that the “law and rulings by the constitutional court were above all”. He added that article 50 of the constitution regarding the separation of duties among the authorities and cooperation amongst them was vital for the success of the Kuwaiti democratic process. He expressed confidence that MPs are up to task and will help the government achieve the interest of the people and maintain the security and stability of Kuwait. The cabinet will convene on Tuesday to swear in its new members amid disputes between opposition lawmakers and the government. Thirty-one MPs have said they will boycott the meeting to prevent the necessary quorum from being met. The government, which boasts as sizable bloc in the National Assembly, will likely meet the quorum in spite of the opposition’s call for the boycott. The opposition had previously failed in rallying enough support to bar longtime Speaker Marzouq al-Ghanim from being renamed to his post. Constitutional expert Dr. Mohammed al-Feily said Tuesday’s session requires the attendance of 33 lawmakers, or more than half of the 50-member Assembly. In remarks to Asharq Al-Awsat, he warned that obstructing the session would cripple parliament work.
