Iraq Parliament Ready to Hold Vote of Confidence Session

Iraqi lawmakers will arrive in Baghdad on Monday in preparation to hold a vote of confidence session on Prime Minister-designate Mustafa al-Kadhimi’s cabinet. Second deputy speaker Bashir al-Haddad affirmed that Speaker Mohammed al-Halbousi has ordered providing private flights for the stranded MPs in several provinces and Kurdistan Region due to the coronavirus outbreak. According to member of the Irada movement MP Hussein Arab, the session will either be held on Monday after iftar or on Tuesday in the parliament’s conference hall. He told Asharq Al-Awsat that all preventive measures will be taken during the session and MPs will be seated further apart for their health protection. On the other hand, Haddad announced that Kadhimi has sent the government program and will send the line-up to parliament in the next few days. “After receiving the names, a date will be set to hold an extraordinary session to give confidence to the new cabinet,” he explained. Conflicting information provided by Haddad and Arab reflects the political turmoil and tension taking over the country. This comes as differences over many portfolios haven’t yet been resolved, which raises doubts over the possibility of achieving quorum. Parliamentary and political circles assure that the government will be passed and differences over some portfolios may be resolved. Meanwhile, the controversy over Kadhimi and his approach has also been settled, paving the way for the government to gain confidence by agreeing to pass 17 ministries and leave the remaining five until after the government formation. Arab seemed to be certain that confidence will be gained despite some differences among blocs, noting that they are not significant. Former MP Haider al-Mulla also told Asharq Al-Awsat that Kadhimi’s government will be passed especially that the political forces have agreed on him, noting that the differences over some details will not impede the voting process. Despite this optimism by Arab and Mulla, the State of Law Coalition, headed by former Iraqi Prime Minister Nouri al-Maliki, announced its rejection to participate in the session or vote for Kadhimi’s cabinet. In a statement on Sunday, it announced collaborating with the rest of the political blocs to form the new government to address the major challenges facing Iraq in the economic, security, and health sectors. It cited the different course taken during the government formation process, forcing the coalition to nominate candidates with high competencies, integrity, and leadership capabilities.
