Yemen: Houthis Should Implement Hodeidah Deal before Any Future Talks

Yemeni Foreign Minister Mohammed Abdullah al-Hadrami has affirmed that the legitimate government will not carry out any future consultations with Houthi militias if they don’t stick to the implementation of the Stockholm agreement on Hodeidah. His remarks were made during a meeting in New York with UN Special envoy to Yemen Martin Griffiths. Griffiths was recently on a regional tour that took him to Saudi Arabia and Oman in line with his attempts to achieve peace in Yemen. According to Yemeni official sources, Hadrami discussed with Griffiths the implementation of the Hodeidah agreement, mainly its first phase, the issue of security forces and the government’s previous initiative on opening Sanaa airport for domestic flights. According to Saba news agency, Hadrami warned against inaction and allowing the Houthis to thwart the agreement. He stressed that the clause on the local authorities concerned with maintaining security in the city and ports of Hodeidah pave way for progress in the implementation of the rest of the agreement. Houthis claim that they had completed more than 90 percent of their Hodeidah agreement obligations in regards to the redeployment of phase one. However, the legitimate government stresses that the group’s withdrawal from the three Hodeidah ports is not in line with the deal after it handed over the ports to its own elements who dressed up in the uniform of the Coast Guards. The dispute on the local authority, security forces and port resources has stopped any significant progress in the implementation of the agreement that has been stalled since December 2018. Hadrami reiterated to Griffiths the government’s keenness to achieve peace based on the UN references, said the official sources. He also assured him that starting any political consultations on a comprehensive settlement with the Houthis hinges on the implementation of what was agreed on in Stockholm. The FM called on the international community to pressure the militias to implement the Stockholm agreement and said the “legitimate government does not expect from those who haven’t abided by previous agreements to comply with subsequent deals.” Political and diplomatic sources have indicated that the UN envoy is seeking to resume consultations between the legitimate government and Houthis.
